trouble creating project area

We are trying to create a project area using Rational team concert version 1.0 but are having problem deploying the templates.

Error deploying predefined process templates to the repository. Please check your server log for more details.

: The "com.ibm.team.rtc.default" client access license policy does not allow the "com.ibm.team.process.server.saveProcessTemplate" operation.

We are using RTC 1.0 Express-C Edition.

I'd love to help, but I'm not sure what is causing you problems. Could
you describe your problem with a little more detail?

Actually I had solved this before reading your reply, but solution was the same.
