Access to repository without Rational Team Concert

Hello there,

in some of the projects I currently work on we have a members who are not software developers, for example the customers and screen designers, and extern programmers. I can not force them to install (and furthermore to buy) Rational Team Concert for committing files, e.g. word documents or screendesigns, to our repository. Currently they use Tortoise SVN to upload data to our version control (svn). In Jazz, it seems that the act of committing changes to streams is tightly coupled with the process and the tooling. Am I wrong? Are people able to connect to the repository by a simply svn- or cvs-client without Rational Team Concert?
Hopefully yes, because I would like to use Jazz for an upcoming project, but the ability for non-developer-access to the repository is a strong requirement in our team.

Okay, nice! Where can I vote?

But from your submitted enhancement i also enfer, that eclipse users are able to contribute to the Jazz SCM (you ask for friendly access for non-eclipse users). How can I access the Jazz SCM with a standard Eclipse installation?
