Using special characters ( German diaeresis )

We are using RQM 2001ifix2 in an german speaking company and having the problem that we can not import test data, where the data do have german 'umlauts' in it ( Mller ) =UE.

Is there any thing we forgot to config ? The database is Unicode, Windows is Unicode, ... What do we miss ?
