Let me answer your question in two parts.
First, even though Rational Requirements Composer 2.0 is focused on requirements definition and doing requirements in an agile context, RRC includes a lot of the capabilities that people need when doing requirements management, and many could use it to "move up" from Word documents and spreadsheets to do more effective requirements management. For example, RRC 2.0 offers the following:
shared requirements repository
access controls on the repository
document and record-oriented requirements artifacts
requirements attributes (and groups of attributes)
links between requirements
views that show relationships among requirements
reporting
connections between requirements, development artifacts, and test artifacts
The classic article referenced below talks about requirements maturity; you'll see that you can implement many of the levels using RRC:

There are some things not in RRC 2.0 that people often look for in an RM system including hierarchical relationships and views, and (for RequisitePro customers) deep integration with MS Word where Word can be used as a user interface to the RM system.
So I would suggest you take a close look at RRC 2.0 and see if it meets your needs as a combined requirements definition and requirements management system (with or without using RTC and RQM in the same scenario).
