I ran into the following problem: The order of the comments seems to be not correct anymore. So if an artifact has multiple comments, then the comments and the replies to the comments do not occur in the correct order.
Is there a resolution to this question ?

You are completely correct. When you get comments using reportable API you are not able to sort them or even get a hierarchy structure for such comments tree.
I had the problem with topic 4 years ago but only suggestion from IBM support was to open "Request of Enhancement" or "Idea" they call it right now.
I understand what you want to achieve but currently there is not solution.
