Prevent Change Sets from Being Linked to Work Item in Specific State

How can I prevent change sets from being linked to a work item in a specific state?


More detail:
Currently using ELM 7.0.2. We are noticing a few engineers are linking change sets while the item is in a review state causing some confusion to the reviewers and simply isn't part of the process and therefore should not be allowed. The idea is to stop additional change sets from being added that should have been added prior to the work item entering the review state.

You can implement such restriction with the "Require Work Items to Match Query" precondition for the "Deliver (server)" operation.
