User logins are managed by the JTS, and there are two logs that collect raw login data for Floating and Authorised Users.
The simplest way to get this data is to use the License Administration and Reporting Tool (ART). You set up License Agents to monitor the server in real time and collect the data, and send it to the ART, and then you can slice and dice it in all sorts of ways.

I wanted to confirm both Floating and Authorized Users, so I appreciate the valuable information.
Regarding ART, I checked and found that the latest version appears to be Common Licensing 9.0.0 as shown below.
That's correct - IBM's Fix Central has 9.0.0.1 and a couple of fix packs, but 9.0.0 will work for you.

You can configure JTS to log all of this in a file called floatingUserLogFile.csv. It's built-in and does not require any additional tools, therefore this would be the easiest way to accomplish this task.
