How do I make a dashboard report widget about requirements with a custom attribute?

Two things here:
- are you a Jazz Admin for your server? If you are, you'll be able to get into RM project areas but the data sources will only show you project areas you're an actual member of. Add yourself as a member and you'll see the project area
- a Report Builder report is the way to do this. Either create a graph with subgroups of Risk, or a table with calculated COUNT fields filtered by each risk value. Save the Report as Public and Published and you can then add it to a dashboard
