I have 2 rm servers in the same JTS:

https://xyz.com/rm1/web

Can I Clone artifacts from Component 1 in rm server to Component 2 in rm1 server.
Component Properties are the same.

I tried the "Copy from project or component" option in the RM application, and it only lists the components and configurations available within the same RM server (e.g., /rm). It does not show components from another RM application like /rm1, even though both are registered to the same JTS.

This confirms that the built-in copy/clone functionality is limited to the same RM application context. So even if component properties and configurations match across /rm and /rm1.

You cannot clone artifacts directly between two different RM servers even with the same JTS.
The alternative is to use the ReqIF export/import feature to transfer data between components.
Make sure the artifact properties are compatible and that the access rights are configured correctly.
