The "com.ibm.team.process.internal.service.web.ProcessWebUIService" service failed to activate because a service that it depends on, "com.ibm.team.repository.service.oauth. IAuthenticatingClientService", failed to be activated.ID CRJAZ1972E

I would be extremely concerned that there are rogue users making uncoordinated changes without testing. There is a high likelihood that such uncoordinated changes can destroy the system.
