 We restored the data from production environment to staging area. While running jts/setup to confirm the associations are intact, we noticed that the user registry type is set to External User Registry rather than Liberty User Registry.

In addition, we are unable to set the repository permissions to the new users created in the instance. What could be the issue?

 We found that the realm in the basicUserRegistry.xml was set to customRealm. Modifying the id and realm to Jazz helped address the issue.
