We would like to develop some widget (to be added in ELM dashboard) that helps in managing daily/repetitive work (like adding users to DNG project area). Is there any help/documentation that can be referred to? Any documentation will help.

There is an entry point to all supported APIs here https://jazz.net/wiki/bin/view/Deployment/CLMProductAPILanding - you want the DNG Client Extension API - follow that there are examples for each version which you can explore and/or use as a basis for your own extension.
