Why expand all is required under plan view to create snapshot

Hello Team,
I am not sure whether its an intentional behavior but can you please explain why we need to expand all plan view inorder to create snapshot?

Please invest a bit more details into your question. Tag with an application, provide a version number and more details about what you do in the UI. 

Anyway, If you really look into it, the behavior becomes quite obvious. I tested with EWM 7.0.2 SR1.

One thing the documentation states is that the changes need to be saved.

In general it appears, for the button to be enabled, to be able to create a snapshot requires the plan data to be completely loaded. If you are using plan details such as 'Fetch Items On Demand', or the plan is not completely loaded, you can not use the button to create a snapshot. 

If you expand the plan, all data is loaded. 

Once all data is loaded, the Create Snapshot action stays available.

My question is why do we need to click on "Expand All" button inorder to make Create snapshot option enabled?
You can see below attached screenshot where it shows create snapshot button is disabled but when i click on expand all button it reloads the plan and after 10-15sec when i navigate back to snapshot tab , create snapshot button is again enabled
Please note : I have admin access, so no permission related issue

I often read statements like these and they are usually false. JazzAdmin only makes all data visible and it allows you to grant yourself and others roles and save the project area. 

JazzAdmin has no own permissions except the override for project area process save. You only get the Everyone role everyone has and their permissions. If you try to perform operations where you do not have the permission by a role, it will fail, regardless if you are JazzAdmin or not.

But i see for most of the plans even without expanding, create snapshot button is enabled but for some plans (~ 6-9) we have to manually click on expand all button inorder to make the whole plan load and make create snapshot button enabled
But now our users are asking like why for some plan even without expanding it shows to create snapshot (enabled) and for some plan it demands to expand all inorder to create snapshot, even all plan have same configuration and type

Any updates here from anyone?
