Can anyone tell me where the value for "Max available licenses" comes from on License Usage reports?

On License Usage reports in CLM 6.0.6.1 and before, there is a line displayed, below the title, "License Usage" and above the actual graph.  That line reads "Max available licenses: " followed by a number.

Does anyone know where the value for the number following "Max available licenses" comes from?

Also, why it would differ from, and possibly exceed, the number of licenses installed as shown by the License Key Manager?   Referring to a timeframe after licenses had been installed or removed via the LKM.

Is it possible that the report is grabbing the maximum that have ever been used in the environment and not referencing the number that were available during the timeframe of the report?

The maximum number should be the total number of licenses installed on the server, plus the number of licenses available via any connected floating license servers.

If you decrease the number of licenses on your server, then you may need to restart the JTS application for it to rescan the maximum value.
