Is it possible to automate RTC (Engineering workflow management) workflow creation. Please advise on how to set it up.

How is that related to the question?  A work item is a work item, a workflow is a completely different thing. A work item type has a workflow. A work item instance a state from the workflow. The workflow is developed in the administration UI and not programmatically.
