EWM has its own SCM system that can be used to version the artifacts. EWM also has an integrated build system, that could be used for automation. Build systems can interface with the tools you mention above.
ELM/Jazz is otherwise an highly integrated platform that allows to perform and version artifacts of the development process, especially for complex engineering that requires formal requirement management, modelling and quality management.
