What version + iFix are you using?
These link types are defined both ways so they can be used as outgoing (stored locally so requires write permission to this module/artifact) or incoming (requires write permission at the other end)
Check which direction of which link type your column refers to, and then that you have write permission at whichever end will be outgoing.
Or if you have link constraints defined these may be preventing you creating a Specifies link, for example if no link constraint allows a Specified link on whatever the artifact type is for that row.

Looking into the documentation of the link definition in the project properties mentions those are requirement to model element links. Maybe there is no model provider avaibale?
