How to copy a test plan (with Tcases, Tscript, links, ....) from an ETM project area to another one ?
  • with Configuration Management activated ?
  • without CM activated ?

Please refer to the document
duplicating a test plan to another project area would copy most associated artifacts.

Another option is to use RQMCopyUntility:
