Fetching Test artifacts from Test Plan using API's

Hello,
Usecase :
I am currently working on a automation tool that
  • Takes test plan id as input
  • From test plan fetches all TCER
  • From each TCER fetch the linked test case
  • Fetch test script from each test case
  • Export Test Script in XML format ( here i am looking for <data attachment> tag)
Any idea whether RQM api capable of doing such usecase?
