Fetching Test artifacts from Test Plan using API's

Hello,

Usecase :

I am currently working on a automation tool that

Takes test plan id as input
From test plan fetches all TCER
From each TCER fetch the linked test case
Fetch test script from each test case
Export Test Script in XML format ( here i am looking for <data attachment> tag)

Any idea whether RQM api capable of doing such usecase?
