Just in case anyone gets this error:

....
Loading configuration from "file:teamserver.properties".
CRJAZ1093I Service failed to activate.
CRJAZ0520I Failed to create the connection pool.
....

After commenting out the line "com.ibm.team.repository.db.type=J2EE" in teamserver.properties, it worked.
This is not described in the RTC infocenter.
