How to rank work items (plan items)?

Frank,

you would rank the stories on the backlog view of a plan.
There you see all items flat and you can drag and drop things around.
If some of the items are prioritized, the editor will also make a sensible choice for the priority.

I am not sure, but if you edit the view and order by rank it might be possible to rank in other views too. I have not tried that but used the backlog views usually.
