Yes. Which options exist are dependent on the specific setup of the system. One option is repotools-jts.

I saw that option. But i cant use requests from dotnet or c# to create a user in server ?

You want to seriously work on your question-ask-ability. See  How should I ask a question in the Forum if I want to receive useful answers?

Serious programming languages and execution environments usually allow to call batch jobs or other languages libraries. Maybe ask in .net forums what it supports. When I had to look into such question in the past I was pretty unimpressed by .net and c#.

You can try to reverse engineer the REST services used in the Web UI.

I understand what you are saying. My communication skills are not the best, i am trying to improve.

Why you were unimpressed by .net and c# ? Do you think that it is very limited ?

Just to you understand, i am making a service so i can automate a project creation, adding members and others processes.

You ask for how to create a user and then you come up with all the details in the comment to the answer and the comment to the comment to the answer, instead of providing them in the initial question. I am considering if I want to answer questions that are just one sentence these days and my decision is not to, more and more often.

.Net and c# are NOT the means you should use in the context of Jazz Products. My experience is they are not suited to work in a heterogeneous environment. That is my personal opinion, of course.
