Web Help URI property not used at runtime

I've installed and configured my RQM server and initially installed the help.war webapp. I've since decided that I'd like to just point to the InfoCenter on the web.

I've modified the "Web Help URI" value on the advanced properties page of the Jazz server administration view to point to http://publib.boulder.ibm.com/infocenter/rqmhelp/v2r0/index.jsp. After saving the changes, I've verified in the teamserver.properties file that the com.ibm.team.repository.web.helpuri property was updated to use the new value. I've undeployed the help.war from my WAS instance and restarted the server.

Each time that a user selects "Help Contents" from the RQM web UI, they keep getting a "404 - page not found" error because the help configuration still seems to be pointing to the local help webapp (server:port/help/index.jsp).

Is there anything else that needs to be changed in the Jazz/RQM configuration to use the remote help system? Any suggestions on logs to look at to figure out the problem? I'm not seeing any references to the help configuration data used at runtime in the WAS SystemOut.log file or the rqm.log file.
