RTC Continues Build using Jenkins. (Ubuntu Server)

I am having Ubuntu Server with console support. My requirement is need to pull code and build using Jenkins. 

I have configured build tool kit in Jenkins Ubuntu and Team Concert (RTC) Plugin i am using to connect my RTC Team repository.
i have configured Build tool RTC 5.0.2 but in next step configuration system i am getting error. as following below
Failed to connect : CRJAZ1371E The following URL cannot be reached: http://dpyhoubld01.sl.bluecloud.ibm.com:9443/ccm/versionCompatibility?clientVersion=5.0.2. The server cannot be reached. The network could not connect to the server. Error details: Connection refused. 

Below are the main forum URLs i am following but there is no solution. please support to understand the problem and support for the right implementation.

1. Try to access the URL using a web browser.
2. Try to access it using an 5.0,2 RTC client.
If 1 works contact the cloud provide how to access it using your client.
If 2 worls check your setup maybe contact support.

A connection refused is likely an issue on the CCM server or the cloud site.
