Can not start the reporting wizard: Index out of bounds

I am attempting to create a report by clicking on the Create a Report of this View button from the Requirements tab on my project home page using the eclipse client

I am using eclipse client:
Version: 2.0
Build id: I20090916_1303

I get a simple error message pop up box which displays:

Report Generation
Can not start the reporting wizard: Index out of bounds

Solution Found!

1. Start the RRC server
2. Open a web browser
3. Navigate to https://server:port:9443/rdm/publish/initialize
4. The initialization should report successful completion
5. Retry report creation
