How to mass load Actions for existing Impact of Changes to be linked automatically in RTC

 Can you please advise if it is possible to mass load Actions through a template that has Functional Area included and Impact of Change Number to link with automatically.

Currently we are facing the issue that we have to link manually after we load the Actions for Impact of changes, and it is hard to believe there is no solution/or template for it automatically to be loaded once you have IOC number.

Not a lot of the terms used in this question refers to standard RTC terminology. I don't understand what you are asking.
