can we have Test Phase value set to UAT only when certain users create defects

Is there a way to customize Test Phase field value set to "UAT" in RTC defect templte only when certain users create defects, example the business team. What are the ways to achieve this? RTC version used is 6.0.2

 You would need to write your own custom follow-up action on the work-item save operation to automate this behavior.
