Default user cannot edit testscripts

My default users are setup as Jazz Users with the role of "default" in RQM. The default role is set to Work items, Test Management, Reports, Process - Save Team ares, and Lab management.
Now I have created "skeletons" of testscripts with their titles and associated them with testcases. I then assigned the completion of the testscript work to one of my default users. But they are told they do no have the proper permissions to do this work.
Can anyone enlighten me on what rights/roles are needed for this to work?

Have you granted them the permission @ Admin > Jazz Project Administratrion > > permissions > Project > RQM > Save Test Script > Edit ?
That should enable them to edit the skeleton scripts you create for them.
If that doesn't do it, can you clarify the exact workflow (i.e. exactly what are they clicking/doing when they get the permission error)?

Have you granted them the permission @ Admin > Jazz Project Administratrion > > permissions > Project > RQM > Save Test Script > Edit ? Infact they have all RQM permissions right now except for 1 - the ability to import XML - which has been depreciated.
They login to RQM via the web using their ibm id. They can see the work items. When they select a work item - they can read it - but they are told they do not have permissions to edit/save. So in the case of the testscripts - obviously they do not have the + to add steps etc....
