It used to be an occasional request in DOORS 9 from customers and I implemented it in DXL using triggers but it makes the interface a bit messy since you have to define what behaviour you want in the situation where the user does not set a value for the attribute after creating and authoring an artifact - usually locking up the interface until they set a value. Also gets complicated when you import data from a spreadsheet.
It could probably be done with an RM Extension RM event listener but it is much simpler to just use filters to find any artifacts with missing values or just to set a default value for the attribute - which may prompt the user to set an appropriate value.
