Permission restriction on Process changes not working as expected

 RTC 6.0.4

I do not want any users to be able to make changes to the Process xml specification 

I have Removed permission to stop for Roles to make changes at the
Permission > Project Areas > which then filter down to Modify Process Specs
and also at the 
Work Item > Save Enumeration level

User is now restricted to create and add values to enumerations but actually created a new WI type with existing Type Category

Have i missed another setting on permission to restrict or is this a bug
