base artifact record in JRS is gone after add the artfiact into a collection in DNG

See below scenario:
1 there is a base artifact in DNG.
2 run DCC
3 it will have one base artifact record in JRS.
4 add the base artifact into a collection(not module) in DNG.
5 run dcc
6 it only have one collection artifact record in JRS. I suppose it should have a base artifact record as well for it in JRS.

If add the base artifact into a module in step #4, it will have 2 artifact records in JRS(one is base artifact and another is module artifact) in step #6.

Is it a defect or working as design?
