RQM - i am unable to create Requirement and Work item

When i click on Create Task WI or Create Requirement I am getting below Error. I am new in the RQM 


AQXCM5048E The action cannot be completed because a global configuration is not specified.
To perform this action, you must be working in a global configuration.
Specify a global configuration and try the action again.

Could you please help me how to Resolve this issue

Are you associate CCM and RM project area to QM?

@Amruta - I have done the association but still I am getting the same issue

This old post talks about the same error. If you are a normal user in your project, you need to get your administrator to look into this.
