Why does Create Artifact allow you to change underlying base type of artifact?

In JKE Banking the project has an Artifact Type UC Specification (UC Spec has 'default' base type set to Module)
When I go to create a new UC Specification it lets me change the type of my artifact from Module to Text at the time of creation.
Is this intended behaviour?
It seems like if a schema designer creates a schema then it is there to enforce structure and order to the project.
Letting users change the base type of artifacts to something other than the default seems a bit lax in terms of process enforcement.
Or is there a rationale behind this?
