how to link existing requirement collection with testplan using RQM exporter API

 I've tried to link them using EXCEL add-ons, it works fine.

but is there a syntax to use in cfg file?
testplan.requirementcollection=(A1)
is not the right way.

do you mean that you manually link them during importing with ExcelImporter and now you want to know if there is a cfg option to link test plan and existing requirement collection without manually linking them?

In v6.0.5, ExcelImporter introduces some new features to link test case with existing requirements, see
the discussions in this RFE:
https://jazz.net/jazz02/web/projects/Rational%20Quality%20Manager#action=com.ibm.team.workitem.viewWorkItem&id=126460

As per comment 39, it does not seem that testplan linking to existing collection via cfg is supported currently.
you can add a comment in the above workitem and confirm if it is supported or not.
