Can one user work on 2 change set at a time in dng

 I am using clm 6.0.2 and also enble GC in DNG


If a one author is owner of 2 modules in dng and he got two workitem he create one change set and make modification and set it to review of Team. Lead. 
But at same time another workitem came to author to make modifications here how he can create new change set to make modifications untill last change set not deliver in stream yet
