Is the Jazz Authentication Server (JAS) required for RTC Clustering?

Yes.
Single Sign On (see here for instructions with Liberty: https://jazz.net/wiki/bin/view/Deployment/ConfigureSSOforLibertyProfile) is required for Jazz Clustering (https://jazz.net/wiki/bin/view/Deployment/ChangeAndConfigurationManagementClusteredEnvironmentVersion605).
I probably would cluster the JAS as well (at least make sure it runs off a relational DB rather than Derby) but that is open to debate.
