Loading zOS files to develop with RTC

Currently our organization creates workspace and loads to to eclipse projects on the windows PC. Downside, this loads the entire project and if that project is 1000 members large it takes a long time when they only wanted 1 small JCL to work on.

I have seen, in demos at IBM, the Loading of a single member directly to zOS using one’s <HLQ>. However this method does not work for us… unsure if it is a RACF issue with the read/write permissions of RTC ID and the developers <HLQ> or an architectural design issue with how we do builds….

Question I had is how do other people do this? Do you load to a project local in Windows or Load to zOS? Looking for input on why that choice was selected?
