Using CLM 6.0.3 on the default WAS Liberty - How do you customize the login screen with a disclaimer similar to the URL below?

 Are you referring to Creating/Configuring Themes?

If so, here is snippet from the Online Help may help out

Configuring themes
You can change the look and feel of the web interface by using themes with custom CSS, HTML, and JavaScript code. You can upload, preview, and activate themes for all users on the server.
Note: Carefully examine and understand the theme files before uploading them to the server. It is possible for the HTML or JavaScript content to be manipulated by an attacker to perform malicious actions. Only upload trusted files.
