Importing CSV file to create WIs - issues with multi select enumeration

The import is not working on this field type.

The csv file is comma delimited

Is their a limitation or does the format have to be different.

No I dont think I did  from memory.
It was a one off import

I don't know the version of RTC. I tested with v6.0.x and did not see the problem when comma delimited is used in WIs with multi select enumeration. I can import to create the workitem with multi select enumeration.
It is possible that something is wrong in your format of "multi select enumeration" column in the import csv file.
You may want to manually export the workitem to csv(comma delimiter) with WIs having "multi select enumeration" column and see how it looks like so that you can create the same format in your own csv to import.
