Modify time zone on a date/time stamp attribute

Is there a way to configure the data or a sample script that can be used on a date/time stamp field pulled from RTC in a RPE template to report it as a specific time zone.

As an example, the time stamp field is set in RTC as a value based on the users system time but in the published document I would like it to show in UTC as a standard.
