why does the plugin-cfg .xml file get modified when I create jazz team server user?

the file is NOT one of those listed when I REVIEW prior to SAVE the configuration. this blows up my configuration and breaks my system. Luckily I had a snapshot that I could restore from

What user repository are you using? Which copy of the plugin-cfg.xml file gets modified? Do you have a web server defined in WAS?
