In diagnostic tab of Engineering requirement management doors next shows following error

 com.ibm.team.repository.common.oauth.IOAuthProviderService: Could not acquire ActivationStateWriteLock to activate service com.ibm.team.repository.service.internal.oauth.OAuthServiceProvider after 60157ms. Continuing to wait. Service com.ibm.team.repository.service.internal.oauth.OAuthServiceProvider took 82981ms to activate (exceeds warning threshold 60000ms)
