Why don't internal hyperlinks work in the web client

I have a BIRT report has has hyperlinks from one part of the report to another. This works fine in the Report Design perspective on Preview and when running an installed report in the Rich Client, but when the report is run in the Web Client a warning is generated that an attempt is being made to leave the page, after which an error is generated - the current URL is invalid or out of date because the URL is https://lhostname:9443/jazz/web/projects/ProjectAreaName#D44.

Is there any fix to make this work?
