How to be member of JazzAdmins or JazzProjectAdmins groups to create a Project Area in Web RTC

one query please, how to know the system administrator of the RTC ?

It appears that you're using an IBM internal system. In this case, most likely you are not supposed to create any new projects. If you really need to create new projects or become an administrator, ask the colleagues around you, and particularly someone who asked you to use this system.

A good idea would be to look at a project area where you are member and ask the person that is set at project area administrator.

You can also always install your own local test system to play around with stuff.
