Most recent version of an artifact

We are seeking to link the requirement history and/or requirements revision history table to the requirements table to identify the most recent version of an artifact. At this moment, our JRS report is reporting to row for the same requirement. The difference is attributed to updates made to the artifact_link_text and another custom attribute. We do not want both versions to surface on the report, but only want to see the most recent version.
