Is it possible to populate draft work item atrributes from a hyperlink?

I am able to create a link to the RTC web interface that automatically creates a draft work item of a particular type.

(<serverName>/ccm/web/projects/%20Knowledge%20Base#action=com.ibm.team.workitem.newWorkItem&type=com.ibm.team.workitem.workitemType.enhancement&ts=14854225326750)

I would like to refine this link to specify the value of the "Filed Against" attribute of the draft work item.

Is this possible and if so what syntax would I need to follow?

I don't think there's such function. You may consider to assign a default value to the Filed Against attribute.
