Why do my RTC Product builds fail to run intermittently because 'Skipped pre-build participant com.ibm.team.build.jazzscm'

I am running a product build under RTC 6.0.1, Eclipse 4.2. The build definition is scheduled to run at 5:00 AM and 5: 00 Pm every day. The builds run regardless of changes checked-in. The builds are run on a Linux VM, and fail to run Intermittently with this message:

Should build occur?
Yes: Pre-build participant "com.ibm.team.build.jazzscm" would like to build.
Skipped pre-build participant com.ibm.team.build.jazzscm
Skipped build participant com.ibm.team.build.ant

The pre-build participant should not be skipped. If I replace one of the components in the workspace with the same component from the stream, the build will usually run ok. Any idea why the builds fail to run?

What options are checked on the Jazz Source Control tab of the build definition?

Load Directory -  ${releasePath}/currentBuild
delete Directory before loading
create folders for Components
Accept latest changes before loading (take a snapshop ...
