Assuming the use of JTS as floating license server:  I seem to recall the license default lifetime is 2h.  Administrators are free to adjust that.   If the FLEXLM is in use probably a similar duration.

Timeouts in RTC are controlled by Jazz Server, it´s only valide for floating license and the default is 60 minutes (can be reduced to 30 minutes by manually altering the settings).
