Yes. To edit RPE/RRDG templates (.dta files), you need RPE Document Studio.

 Thanks prasad. Is it possible to edit templates in JAZZ Reporting Service application or Report builder which comes as part of RDNG license

No. You cannot edit .dta files in JRS. However, you can design a new report in JRS and export it into RPE. But you will not have the flexibility provided by RPE Document Studio.
