How do I assign a WorkItem to a file at the time it is lock it?

I am in L3 support and files are constantly being locked ONLY because a WorkItem and PMR has been created. I need to be able to right click on a locked file and get the reason for the file being locked, such as right clicking and obtaining the associated WorkItem.

I would suggest to talk to your team and the people who maintain your project. This is custom behavior - I am not aware of any default, built in feature that locks files because of work items. They would have to come up with a solution.
